The first Pan-Pearl River Delta Regional Cooperation and Development Forum, jointly organised by nine Mainland provinces and the Hong Kong and Macao Special Administrative Regions, opens in Hong Kong to promote regional cooperation.
The Centre for Health Protection is established to strengthen the Government's capacity to prevent and control communicable diseases.

3 The International Telecommunication Union (ITU) selects Hong Kong to host its next ITU Telecom World event in December 2006, the first time the event will be held outside Geneva since its inception in 1971.
9 The Airports Council International, an association of the world's airports, relocates its Pacific Regional Office from Vancouver to Hong Kong.
20 The Government announces the establishment of a planning committee to prepare for organisation of the 5th East Asian Games. Hong Kong won the bid in November 2003 to host the Games in 2009.
25 The Government launches a four-month consultation to solicit public views on measures to combat spam. The consultation will look into unsolicited electronic messages, including e-mails.
