Public Cargo Working Areas

On completion of a financial viability study, a working group was set up
to develop and to oversee the implementation of the management reform
of public cargo working areas. A new management system was
established after extensive consultations within the government and with
the industry. The first phase of the management reform, i.e. contracting
out berthing spaces to a majority of existing operators for three years,
was implemented from July 11, 1997. The Marine Department will review
the situation, in light of operational experience and in consultation with the
industry, before deciding on subsequent phases of reform.
